A 482 to 189 visa transition needs careful timing: lodge a valid application before your 482 expires and confirm your bridging visa grant.
This guide covers the Skilled Independent visa (subclass 189), points-tested stream, after a Skills in Demand visa (subclass 482) or a still-valid legacy Temporary Skill Shortage visa (subclass 482). Bridging Visa A (subclass 010) and Bridging Visa B (subclass 020) have different travel rules.
In a 482 to 189 visa case, the invitation itself does not keep you lawful in Australia.
You need to lodge a valid subclass 189 visa application.
If you lodge while your 482 is still valid, you will usually receive a Bridging Visa A.
Your 482 normally remains in effect until it expires, unless it ends earlier or another substantive visa takes effect. The granted BVA normally starts when your 482 expires.
The bigger question is whether you should also lodge another 482 as a backup.

The short version
- A 189 invitation does not give you a bridging visa.
- An EOI does not give you a bridging visa either.
- Lodge a valid 189 application before the 482 expires.
- You will usually receive a Bridging Visa A.
- The BVA normally activates when the 482 ends.
- A 189-linked BVA currently has no visa conditions imposed under Schedule 2.
- Obtain a Bridging Visa B before leaving if you need to return while relying on a bridging visa.
- A new 482 may provide a useful backup in some cases.
Have a 189 invitation and an expiring 482?
Timing errors can affect your visa status, work rights and future onshore options.
Start the free visa assessment482 to 189 visa: which bridging visa will you get?
In the usual scenario, it will be a Bridging Visa A, subclass 010.
You must lodge a valid substantive visa application in Australia while holding a substantive visa.
Your current subclass 482 is a substantive visa.
The BVA is usually granted in connection with the 189 application.
Check that the Department of Home Affairs has actually granted the BVA. A lodged application or payment receipt alone does not prove that you hold a bridging visa.
It does not normally replace your 482 immediately.
You continue following your 482 conditions until the 482 expires.
The BVA then comes into effect if the 189 has not yet been decided.
Do not cancel your 482 to activate the bridging visa.
Home Affairs warns that cancelling the substantive visa can also affect the associated bridging visa.
482 to 189 visa: why the expiry date matters
The expiry date is more important than many applicants realise.
A points-tested subclass 189 application lodged in Australia must satisfy specific visa-status requirements.
An onshore applicant must hold a substantive visa, BVA, BVB or BVC when making the application.
If your 482 expires and you have no other valid visa, you may become unlawful.
You may also lose the ability to validly lodge the 189 from inside Australia.
Do not confuse the invitation deadline with your 482 expiry date.
Your SkillSelect invitation gives you 60 days, but your current visa may expire much sooner.
A nomination does not keep you lawful
An employer nomination is not a visa application.
A Standard Business Sponsorship approval is not a visa application either.
Neither creates a bridging visa for the employee.
A SkillSelect EOI also does not create a bridging visa.
For this scenario, the critical event is the valid lodgement of the substantive visa application.
482 to 189 visa: what work rights does the BVA have?
This is where the 189 pathway has an important technical advantage.
For the usual onshore application scenario here, clause 010.611(3B)(f) provides nil conditions for a BVA based on a valid Skilled—Independent (Permanent) (Class SI) application.
That means the 189-linked BVA is not ordinarily subject to the 482 sponsor-work condition 8607.
However, your 482 conditions continue to apply until the BVA actually comes into effect.
Example: your 482 expires on 30 November and your BVA activates on 1 December.
Until 30 November, the 482 conditions still govern your employment.
Always check the actual BVA grant notice and VEVO before changing employment.
This is especially important if you have multiple pending applications or more than one bridging visa grant.
482 to 189 visa: can you travel during processing?
If your 482 is still valid and permits travel, you can continue using it while it remains in effect.
Your 482 must still allow entry when you return. If it may expire while you are away, obtain a BVB before departure; do not expect a BVA to activate offshore and let you return.
Once you are relying on a BVA, that BVA does not allow you to leave and return to Australia.
You should obtain a Bridging Visa B before travelling if you need to return while the 189 remains pending.
Leaving Australia while a BVA is in effect causes that BVA to cease.
Return within the travel period stated on the BVB grant. A BVB application alone does not give permission to return.
482 to 189 visa: should you lodge another 482?
Another 482 is not automatically necessary for a 482 to 189 visa transition. The choice depends on your evidence, employer support and visa history.
A strong 189 application may make a second temporary visa unnecessary.
But a new Skills in Demand subclass 482 can provide an additional employer-sponsored visa pathway.
| Issue | 189 only | 189 + new 482 |
|---|---|---|
| Applications | One visa application | Two visa pathways running |
| Overall cost | Lower | Higher because a second visa and nomination process is involved |
| If 189 is granted | You become a permanent resident | You become a permanent resident; promptly review and withdraw any unneeded pending 482 application to avoid a later grant superseding the 189 |
| If 189 is refused | Future onshore options may become more restricted | A valid pending or granted 482 may provide another pathway, subject to its own criteria; it does not guarantee a lawful stay or approval |
| Travel | BVB needed once relying on BVA | A granted 482 allows travel while it remains valid |
| Best suited to | Strong, well-documented 189 cases | Cases where preserving a second pathway has strategic value |
Why can a second 482 act as a safety net?
A 189 invitation is not approval of the visa application.
You still need to prove the points claimed in your invitation and meet all other criteria.
Health, character, skills assessment and points evidence can still affect the outcome.
If a visa is refused while you no longer hold a substantive visa, section 48 restrictions may apply.
Those restrictions can limit which further visas you can apply for while remaining in Australia.
A 482 already validly lodged before any refusal may therefore have strategic value.
This is not a reason to lodge a second 482 automatically.
It is a reason to assess the strength of the 189 and the cost of losing the employer-sponsored option.
What if the new 482 is granted before the 189?
The new 482 becomes your substantive visa while the 189 application continues.
A later 189 grant would give you permanent residence and supersede the temporary 482.
What if the 189 is granted first?
A pending 482 application does not disappear automatically when the 189 is granted. Under section 82(2) of the Migration Act 1958, a later substantive visa taking effect can end the earlier substantive visa, including a permanent visa.
Ask your registered migration agent to promptly review and withdraw any unneeded pending 482 after the 189 grant. Keep written confirmation; do not assume that permanent residence automatically blocks a later temporary visa grant.
Bridging visa interactions can become technical when several applications exist at the same time.
A separate 482-linked BVA can carry different conditions from a 189-linked BVA. Do not assume that lodging two applications combines their work rights; confirm which visa is in effect.
Check VEVO after every visa or bridging visa grant.
What happens if the 189 is refused?
For a BVA granted on or after 19 November 2016, the ordinary refusal rule is 35 days after the decision is made, subject to exceptions and any valid review application.
Exceptions exist, and any review rights depend on the particular decision.
Do not assume that you automatically have a right to remain until a review is completed.
Check the refusal notice and bridging visa position immediately.
The 35-day visa period is not your deadline to seek review. Ask a registered migration agent or immigration lawyer to check the decision-specific deadline and whether a valid Administrative Review Tribunal (ART) application would continue your bridging visa.
Extra checks for doctors and health professionals
Visa work rights are not the only rules that can control where a health professional works.
Registration, supervision and Medicare arrangements may impose separate restrictions.
Doctors may also have provider-number or location requirements unrelated to their visa conditions.
Check these before leaving a sponsoring employer after the BVA activates.
Common 482 to 189 visa mix-ups
- Thinking the 189 invitation itself creates a bridging visa.
- Thinking an employer nomination extends the existing 482.
- Waiting for the 60-day invitation deadline while the 482 expires earlier.
- Leaving Australia on an active BVA without first obtaining a BVB.
- Changing employer before confirming which visa and conditions are in effect.
- Assuming a 189 invitation means the points claims have already been approved.
482 to 189 visa: what documents should you have ready?
- 189 invitation letter and final EOI.
- Valid skills assessment.
- English test evidence relied on for points.
- Employment evidence for every work-experience claim.
- Qualifications and Australian study evidence where relevant.
- Partner evidence where partner points were claimed.
- Current 482 grant notice and VEVO record.
- Employer nomination information if another 482 is being considered.
Frequently asked questions about a 482 to 189 visa
Applications and timing
Will I get a Bridging Visa A after lodging my 189?
If you validly lodge the 189 in Australia while holding your 482, you will usually receive a Bridging Visa A. Check the BVA grant notice before your current visa expires.
When does the Bridging Visa A start?
It normally comes into effect when your current 482 expires, if the 189 application is still being processed. A BVA grant does not usually replace a still-valid 482 immediately. Check the start arrangements on your grant notice.
Does my 189 invitation give me a bridging visa?
No. The invitation and EOI do not give you a bridging visa. You need to lodge the visa application.
Work and travel
How long do I have to lodge the 189 after invitation?
You have 60 calendar days from the invitation date, but your current 482 may expire before that deadline. Use the earlier visa-expiry date when planning an onshore lodgement.
Can I work for another employer on my 189 Bridging Visa A?
A BVA based on a valid 189 Class SI application currently has nil conditions, but check VEVO before changing jobs. Your 482 conditions still apply until the bridging visa is in effect.
Can I travel on my Bridging Visa A?
No. If the BVA is in effect and you need to leave and return, obtain a Bridging Visa B before travelling. Return within the travel period shown on the BVB grant.
Backup options and expiry
Should I lodge another 482 as a backup?
It depends on the strength of the 189 case and the value of preserving an employer-sponsored pathway. A second application has its own costs and criteria. If the 189 is granted first, promptly review any pending 482 to avoid a later visa grant superseding it.
What happens if my 482 expires before I lodge the 189?
You may become unlawful and may no longer satisfy the visa-status requirement for a valid onshore 189 application. Speak to a registered migration agent or immigration lawyer immediately about your lawful-status options.
Your 482 expires soon and the 189 invitation has arrived?
The safest strategy is to review the invitation, evidence and expiry date before the current visa ends.
Millennium Migration can assess whether the 189 alone is enough or whether a second 482 should be preserved.
